Two New Residents Have Appeared in the Phoenix State Industrial Park
Dubravia Production Enterprise and Golubtsov Evgeniy Vladimirovich Individual Entrepreneur have become new residents of the Phoenix State Industrial Park. The companies will deal with woodworking, furniture production and stretched ceiling installation.
At present production facilities of PO Dubravia LLC are located in the Moscow Region. The company specializes in woodworking, and produces import substituting products, involving modern wooden furniture and interior decorations; the goods manufactured are distributed through large retail stores and online shops within and outside Russia. In particular, the goods made by the enterprise are exported to the USA. The total built-up area is expected to reach 8 thousand square metres. The total amount of investments in the project will be over 180 million roubles. In addition, the project will bring over 130 new jobs for the Smolensk citizens. A cooperation agreement has been signed between the Administration of the Smolensk Region and Dubravia Production Enterprise during the Russian Investment Forum in Sochi.
Golubtsov Evgeniy Vladimirovich acts as an individual entrepreneur and has been operating in Smolensk since 2006 and has plans to build a production facility within the Phoenix State Industrial Park to produce bio-based stretch fabric ceiling systems. These products are aimed to promote import substitution program and to facilitate pushing foreign manufacturers of similar products from the market.
The investment project is ready for 60%: for example, the investor has already acquired the major part of equipment, trained personnel of the new enterprise and gained experience in producing not only stretched ceilings, but also frescoes and splash back for kitchens. The total amount of investments in the project will be over 40 million roubles and will bring 16 new jobs.

The total area of the Phoenix State Industrial Park is nearly 72 hectares. The site is complete and designed for building industrial facilities therein: for example, an onsite substation has been constructed, the site is connected to the gas, and water supply networks and wastewater mains. The park residents are entitled to lease the land plots for free during the period of construction; the sites are granted without bidding, and as soon as the site is put into operation, the title to the land plot can be acquired for 25% of its cadastral value. For 10 years after registration the residents shall be exempted from any property, transport and land taxes, while the corporate income tax shall amount to 16.5 %.
As of March 5, the following companies have been registered as the park residents:
– Alvidprof LLC is one of the largest extruded aluminium profile producers in Russia; the company is currently implementing an investment project related to construction of a manufacturing facility to produce general construction aluminium profiles as well as aluminium profiles of various configuration made according to customer’s individual drawings. The expected investments into the project will amount to 424 million roubles. The number of employees is over 200 people.
– Walzmatic Plant LLC is a Russian manufacturer of logistic equipment for greenhouses. The production has no analogues in Russia and offers high quality at a lower price compared to foreign manufacturers. Walzmatic is going to implement a project related to construction of a new factory within the Phoenix State Industrial Park. This will result in putting extra production facilities into operation, increasing the output, expanding the sales market, as well as reducing the logistical costs for the spare parts. The total amount of investments into the project will reach 165 million roubles. The number of employees is 150 people.
– NOVYE ENERGETICHESKIE SISTEMY LLC manufactures busbar trunking systems and other types of electrical power equipment in Smolensk; the company is the third Graziadio plant in the world and the first one in Russia. The manufactured products are competitive against similar goods made by European and Asian producers and are export-oriented. The total amount of investments into the first stage of the project will reach 30 million roubles. The new production facility is expected to raise the amount of sales up to 300 million roubles during the next 10 years. The project will bring at least 20 new jobs to the Smolensk citizens, providing the salary that is above average within the region. In addition, the company also expects to extend its product range, as well as to substitute the imported goods and to increase export opportunities.
